Why an agent cares
Mandates and verifiable intent are the missing half of agentic commerce: discovery says what can be bought, this says who agreed to buy it. It is a payment-time protocol, so a site publishes nothing a crawler could check.
Why we do not score it
Same reason as ACP: no published artifact means no crawl-detectable failure. Donation to the FIDO Alliance in Apr 2026 makes it more likely to matter, not more visible to a crawl.

Early pilots. Named early adopters exist, behind flags or trials. Nothing has been independently measured yet.
